Rehabilitation of Existing Facilities
Being a specialized and focused consultant for water infrastructures development and rehabilitation, Perliter and Ingalsbe has extensive experience in planning, design, construction inspections and construction management of new and rehabilitation of existing. For more than six decades of service to local cities and water districts, Perliter & Ingalsbe has been involved in providing a full range of professional services for rehabilitation of existing concrete and steel reservoirs ranging in size from 0.2 MG to 18.0 MG (two adjacent 9.0 MG).
Rehabilitation of Concrete Reservoirs
Types of Structures and Features:

- Reservoirs with storage capacity up to 18.0 MG.
- Rectangular, square, circular, and irregular shapes
- Reservoirs with straight and slopping hopper style bottoms
- Reservoirs with concrete lined and cast-in-place structural and non-structural bottom slabs
- Reservoirs with cantilever, fully fixed, and partially fixed perimeter walls
- Reservoirs with internal partial and full diaphragm walls creating two chambers
- Reservoirs with concrete fixed and free roof systems, wooden framed roof with metal cover, and aluminum truss roof with aluminum cover plates
Types of Rehabilitation Work:

- Structural modifications and strengthening of reservoir structural components, including bottom slabs, walls, columns, foundations, and roof system.
- Repairing cracks for reducing or eliminating water leakage.
- Structural repairs of cracks using pressurized epoxy injection.
- Replacement of heavy dirt on the buried reservoir roof with lightweight material.
- Removal and replacement of old roof system with new.
- Piping modifications for providing flexibility during earthquake and better water circulation.
- Removal and replacement or modifications of reservoir appurtenances, including ladder, stairs, roof vents, instruments.
- Improving accessibility to interior of reservoir structure.

Rehabilitation of Steel Tanks
Types of Structures and Features:

- Aboveground circular steel tanks with storage capacity up to 7.0 MG
- Tanks with bolted and welded steel structures.
- Tanks with and without concrete ring beam and anchors
- Tanks with steel knuckle and cone roofs
- Tanks with aluminum dome roof without interior columns.
Types of Rehabilitation Work:

- Structural modifications and strengthening of tank structural components, including bottom plates, annular ring plate, shell plates, columns, roof system, foundations/ring beam, tank anchors.
- Removal and replacement or modifications of tank appurtenances, including ladders, stairs, roof vents, instruments, cathodic system.
- Modifying shell heights to increase or decrease storage capacity to meet hydraulic requirements.
- Removing steel roof with new aluminum dome roof system.
- Replacing existing paint system with new on interior and exterior surfaces of tanks and appurtenances.
- Piping modifications for better water circulation and providing flexibility during earthquakes.
- Site safety improvements.
- Site erosion controls and foundation soil strengthening.
- General site improvements involving A.C. pavement, curbs, gutters, landscaping, irrigation system, painting, etc.
Typical Engineering Services for Tank & Reservoirs
Evaluation and Preliminary Design:

- Evaluation and Preliminary Design
- Performing detail field investigation of site and structures.
- Reviewing available record data.
- Obtaining additional geotechnical and geoseismic reports and survey maps.
- Performing structural analysis and evaluation of the reservoir components, identifying deficiencies, and developing solutions for improving conditions and performance of the deficient components and for the structure as a whole.
- Evaluating coating and painting conditions and providing recommendations accordingly.
- Identifying required site improvements.
Design:

- Design of proposed structural improvements and appurtenances.
- Design of modifications of piping and valves, including inlet, outlet, drains, overflow sub-drains and related vaults.
- Design of modifications of electrical system, controls, telemetry and instrumentation as required.
- Design of temporary traffic controls.
- Design of site improvements, such as, pavement, curb, gutter, drainage system, fences, gates, security components landscape, and irrigation system.

Preparation of Drawings, Specifications, and Cost Estimate
Coordination with Vendors, Utility Agencies, and Permitting Authorities
Construction Services:

- Supporting the bidding process.
- Conducting pre-construction meeting.
- Reviewing and approving shop drawing submittals.
- Providing interpretations of the drawings and specifications.
- Responding to requests for information (RFIs) from the contractor.
- Providing continuous and periodic construction observation as required.
- Providing special inspection for coating, painting, welding, etc.
- Coordinating and evaluating requests for change orders.
- Conducting pre-construction and progress meetings.
- Review of schedules and partial pay estimates.
